An Economic Advisor delivers high-quality recommendations and analysis on economic and fiscal developments, forecasts, impact assessment of policy changes, and proposals to support the government’s decision making, policy development, and implementation. The role includes analyzing economic and fiscal trends, developing economic models for current and proposed economic diversification agenda and fiscal policies, and undertaking quantitative and qualitative analysis in support of the conduct, planning, advising, and reporting of the State’s finances.

Roles and Responsibilities 

  • Conduct analyses and propose economic and fiscal policy proposals across a wide range of the State’s budget and economic issues
  • Provide macro-fiscal inputs into developing, implementing, and monitoring policy strategies that will help contribute to macroeconomic stability and private sector-led growth
  • Conduct research and prepare reports related to economic and financial topics to support sound economic and fiscal management
  • Contribute to ongoing work and initiatives towards improvement of fiscal-cycle management (such as optimizing expenses and increasing non-oil revenues)
  • Facilitate collaboration among public sector’ agencies and engagement with the private sector to support the government’s economic diversification agenda
  • Conduct economic forecasting and analysis of the macro and sectoral impacts of fiscal and economic policies
  • Prepare written reports on fiscal and economic issues in collaboration with other departments
  • Participate in engagements with credit-rating agencies and international financial institutions
  • Facilitate the on-going assessment of fiscal and macroeconomic developments as well as global and regional economic developments and implications for the State
  • Review and analyze draft and interim reports from credit-rating agencies and international financial institutions and ensure that the authorities’ positions and policy directions are well captured
  • Liaise with Central Bank, other Ministries, and other agencies to provide technical inputs into formulating macroeconomic policies and collecting macroeconomic data Work with Ministry of Finance Departments in preparing the Medium-Term Fiscal Framework (MTFF), Medium Term Expenditure Framework, and Medium-Term Sectoral Strategies to enhance the conduct of fiscal planning and public finance disclosures as recommended by IFIs
  • Undertake additional policy and analytical assignments

Requirements

  • At least a Master’s Degree in Economics (or a related field like Business / Finance with strong economic background)
  • Over 10 years’ experience in Banking / International Financial Institutions / Top Tier Advisory Firms in the Public Finance / Economic Policies space 
  • Ability to understand linkages and apply technical expertise and academic excellence in the practical execution of the governmental financial management practices
  • Strong writing skills, including the ability to explain highly technical concepts to a variety of audiences, including policymakers, advocates, and the media, and to synthesize data and research into a clear, effective argument
  • Practical experience in fiscal and economic policies implementation, preferably in commodity-driven economies
  • Practical experience in the implementation of reforms related to Healthcare / Education / Public Procurement is advantageous Economic analysis (Macro and Micro)
  • Deep knowledge and understanding of Fiscal and Monetary tools Robust knowledge of Bloomberg / Reuters / Haver, Microsoft Office Suite Ph.D. in Economics /
  • CFA is a plus
